Gail M. Frank, of Manitowoc, died Sunday, April 23, 2017 at her home under the care of Unity Hospice at the age of 71. She was born on April 25, 1945 in Neenah, a daughter of the late Henry and Irva (Foth) Luebke. She married Robert Frank on June 26, 1963 in Las Vegas.
