The village began as a railhead and logging community named for railroad official W. C. Winter and now anchors a four-season Northwoods recreation economy built on the 15,300-acre Chippewa Flowage (Wisconsin's third-largest lake) and the 74-mile Tuscobia State Trail, which runs directly through the village. It is governed by an elected Village Board led by Village President J. Ray with Clerk/Treasurer Judy Sobralski, and children attend the School District of Winter (about 206 students, PK-12), which is headquartered in the village.
